This paper introduces a novel model for handover procedure in an outdoor VLC (Visible Light Communication) system. Almost existing studies focus on handover process in LTE (Long term Evolution) system or hybrid VLC (Visible Light Communication) – LTE system. In this work we propose an outdoor VLC model with a car moving in the middle of a street and traffic lights standing both sides. Through simulation, we analyze the performance and the relationship between speed of the car and useful time that is used to transfer data between the car and street lights.
